Chester sits on the England–Wales border, and many local organisations deal with both sides: health and care providers, housing, education, and employers with sites in Cheshire as well as Flintshire or Wrexham.
Being local doesn't change how the service works — it's delivered remotely, on a fixed monthly fee — but it does mean we know the region's organisations and the cross-border questions they face.
Parish councils don't need a DPO
Cheshire has a large number of parish and town councils. Under the Data Protection Act 2018, parish councils in England — like community councils in Wales — are excluded from the definition of public authority for these purposes. They must still comply with UK GDPR, but they don't have to appoint a DPO.
That doesn't mean they can ignore data protection. Many benefit from light-touch expert support without the formal obligations of a DPO appointment.
SMEs and voluntary DPOs
Most Cheshire SMEs don't meet the mandatory triggers. But a voluntary DPO — or DPO-level advice under a different title — can make sense when you handle sensitive data, supply the public sector, or face customer due diligence. Our guide on outsourced vs in-house DPOs covers the trade-offs.
Close to the regulator
The ICO's headquarters is in Wilmslow, elsewhere in Cheshire. That doesn't change how it regulates, but its guidance and enforcement decisions shape our work every day, and we track them closely.

- Your named DPO in place within 48 hours, with the ICO notified of their contact details.
- Ongoing support: monthly reporting, policy oversight, breach readiness and direct access to your DPO.
Every engagement runs on rolling monthly terms, with no long-term contract.
DPO consultancy without an appointment
Not every organisation needs a formal DPO. If the mandatory triggers don't apply to you, our DPO consultancy gives you the same expertise on the specific areas you need — a compliance gap analysis, DPIAs for new projects, policy reviews, breach response support or staff training — without the statutory obligations that come with appointing a DPO.
Cheshire's parish and town councils and SMEs make up much of our local consultancy work — practical GDPR support without the formal obligations of a DPO.

Are you based in Chester?
Yes. Our team is based in Chester, and we work with organisations across Cheshire, the Wirral and North Wales, as well as nationally.
Does a parish council need a DPO?
No. Parish councils in England are excluded from the definition of public authority for these purposes, so a DPO isn't required — although UK GDPR still applies.
Do you only work locally?
No. The service is delivered remotely, so we act as DPO for organisations anywhere in the UK.
